The Honorable Mike McCord was sworn in as the Under Secretary of Defense (Comptroller)/Chief Financial Officer on June 1, 2021. He is the first person to be confirmed twice for this position.
Immediately prior to his confirmation he served as the Director, Civil-Military Programs at the Stennis Center for Public Service, as an adjunct researcher at the Institute for Defense Analyses, and as a member of the Board of Trustees of the Aerospace Corporation. In 2017, he was appointed to the congressionally mandated Commission on the National Defense Strategy for the United States, which released its report Providing for the Common Defense in November 2018.
From January 2009 through January 2017 he served at the U.S. Department of Defense as the Under Secretary of Defense (Comptroller)/Chief Financial Officer and before that as the Principal Deputy Under Secretary of Defense (Comptroller). He was nominated by President Obama and confirmed by the U.S. Senate for each of these positions. In these roles he advised Secretaries of Defense Bob Gates, Leon Panetta, Chuck Hagel and Ash Carter on all budgetary and financial matters and was responsible for development and execution of annual defense budgets in excess of $550 billion.
Prior to his service at the Department of Defense, Mr. McCord served for 24 years in the legislative branch, including 21 years as a Professional Staff Member on the Senate Armed Services Committee (SASC) for former Senators and Chairmen Sam Nunn and Carl Levin. As a member of the Senate staff his primary focus was on budget, fiscal policy, and military readiness and installation issues. Mr. McCord also served on the staff of the House Budget Committee as an analyst on defense and veterans programs, and as a cost analyst at the Congressional Budget Office.
Mr. McCord has a B.A. with honors in Economics from the Ohio State University and a Master of Arts in Public Policy from the University of Pennsylvania, and is a Fellow of the National Academy of Public Administration.
Congressman Rob Wittman was first elected to the United States Congress to serve Virginia’s First Congressional District in 2007. On the Armed Services Committee, Congressman Wittman serves as vice chairman of the full committee and the chairman of the Tactical Air and Land Forces Subcommittee. On the Tactical Air and Land Forces Subcommittee, Congressman Wittman oversees the largest portfolio of modernization programs on the House Armed Services Committee, with vast ramifications for the future of the U.S. military’s ground and air forces and munitions stockpiles. Congressman Wittman also serves on the House Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party (CCP). As co-chair of the Congressional Shipbuilding Caucus, he is a staunch advocate for a robust naval fleet and a healthy domestic shipbuilding industry. He also currently serves on the U.S. Naval Academy’s Board of Visitors.
As a member of the House Committee on Natural Resources, Congressman Wittman serves on both the Energy and Minerals Subcommittee, as well as the Water, Wildlife, and Fisheries Subcommittee, where he brings his professional expertise in water quality, fisheries, and other natural resource issues. He is a proud champion of the Chesapeake Bay for its environmental and economic attributes and has introduced legislation that will increase the accountability and effectiveness of cleaning up the bay. He serves as co-chair of the Chesapeake Bay Watershed Caucus, which brings the bay’s issues into focus for Members of Congress.
As a co-chair of the House Rural Broadband Caucus, Congressman Wittman is leading the way to bring high-speed internet to the unserved areas of the First District and the nation. His Serving Rural America Act served as a model for the NTIA Broadband Infrastructure Program, a $288 million funding program for partnerships between localities and providers of fixed broadband service to support broadband deployment. His other infrastructure priorities include deepening and widening the Port of Virginia, easing congestion on I-95, improving traffic and safety concerns along I-64, improving and expanding the Long Bridge, expanding the capacity of the Virginia Railway Express (VRE), and providing sustainable funding mechanisms to Dulles International Airport (IAD) and Ronald Reagan National Airport (DCA).
Congressman Wittman was re-elected for his eighth full term in the House of Representatives in November 2022 and prior to that, he served in several levels of government. Congressman Wittman won his first campaign for public office in 1986 when he was elected to the Montross Town Council, where he served for 10 years, four of them as mayor. In 1995, he was elected to the Westmoreland County Board of Supervisors and was elected its chairman in 2003. In 2005, voters in the 99th Legislative District elected Rob to the Virginia House of Delegates, where he served until his election to the U.S. House of Representatives in 2007.
Prior to his election to Congress, Rob spent 26 years working in state government, most recently as field director for the Virginia Health Department's Division of Shellfish Sanitation. Earlier in his career, he worked as an environmental health specialist for local health departments in Virginia's Northern Neck and Middle Peninsula regions.
He holds a Ph.D. in Public Policy and Administration from Virginia Commonwealth University, a Master of Public Health degree in Health Policy and Administration from the University of North Carolina, and a Bachelor of Science degree in Biology from Virginia Tech.
Rear Admiral Bartz currently serves as the Deputy Chief Information Officer for the Department of Homeland Security. In this capacity, he oversees the planning, programming, and budgeting of information systems, data management, technology integration, operations, cybersecurity, and customer experience for the Department.
Rear Admiral Bartz previously served as U.S. Coast Guard’s Assistant Commandant for Command, Control, Communications, Computers and Information Technology (CG-6) and Chief Information Officer. He was responsible for the implementation and sustainment of technology solutions for all the Service’s ships, boats, aircraft and shore installations.
His first tour as a Flag Officer was as the Director of Training and Exercises (J7) at U.S. Cyber Command. There he developed joint training and readiness standards and orchestrated large-scale exercises for active duty and reserve cyber mission forces, partner nations, government agencies, and private industry.
Rear Admiral Bartz served in several key leadership positions that enabled technology to greatly enhance maritime missions. He served as the Coast Guard’s Chief Information Security Officer, where he established policies and procedures focused on enhancing cybersecurity in the Service. He was the Commanding Officer of the Coast Guard’s Operation’s System Center, where he led software development efforts for 55 enterprise software applications and oversaw the Service’s enterprise data center. Serving as the Chief of C4 and IT Capabilities, he generated and managed information system requirements for afloat, aviation and shore-based assets.
Rear Admiral Bartz currently serves as the 27th Ancient Albatross, the Coast Guard’s longest serving active-duty aviator. During his career, he accumulated over 3,300 hours of helicopter flight time and was credited with over 120 search and rescue cases, resulting in 60 persons saved or assisted. He is a designated Coast Guard Aeronautical Engineer and served in a variety of worldwide assignments. He participated in the response to Hurricane Katrina as well as the response following the tragic explosion aboard the Deepwater Horizon Mobile Drilling Unit in the Gulf of Mexico.
Rear Admiral Bartz earned a Bachelor of Science in Marine Engineering and Naval Architecture from the Coast Guard Academy; a Master of Science in Aerospace Engineering from the University of Alabama; and holds a certificate in Enterprise Architecture from the National Defense University. He is certified DHS Level 3 Program Manager and a Certified Information Systems Security Professional.
His awards include the Defense Superior Service Medal, the Legion of Merit (two awards), the Meritorious Service Medal (four awards), the Coast Guard Commendation Medal (three awards), and various other personal and unit awards.
Dr. Mays has over 30 years of experience in delivering IT business systems, applications, and infrastructure in the Marine Corps, industry, and the federal government. Dr. Mays (Colonel USMC, Ret.) served many years working with Information Technology (IT) and Software Development for logistics and intelligence programs supporting the U.S. Marine Corps operational forces. He created a major Marine Corps logistics system used in the Marine Corps for over 25 years and is a veteran of numerous combat actions across the globe. In 2008, Dr. Mays became the Director, Effects Based Operational Assessment for Multinational Forces, Al Anbar, Iraq, where he played a substantive role in the return of Anbar Province to the government of Iraq. He also served in the U.S. Operations in Afghanistan, delivering IT capability, and supporting the Afghan National Acquisition Agency.
Dr. Mays earned a Bachelor of Science from University of Florida and a Master’s Degree in Information Technology from the University of Southern California. Additionally, he attended the Naval Postgraduate School and earned a Master’s Degree in Computer Science with a focus on artificial intelligence and robotics. He also obtained a Doctor of Information Technology from Capella University in 2020.
In 2016, Dr. Mays was selected as the Executive Director for the Enterprise Data Management and Engineering Division in OIT. In this role, he engineered cost effective, secure, and reliable IT solutions, and built the framework for Cloud computing at CBP.
In March 2022, Dr. Mays was appointed as the Deputy Assistant Commissioner for OIT’s Infrastructure and Support Services organization which combined three infrastructure organizations under his purview. The organizations have an enterprise focus: Field Support
Directorate (FSD), Enterprise Infrastructure Operations Directorate (EIOD), and Enterprise Cloud Services Division (ECSD). The new organizational structure created internal efficiencies executed the new ECSD to complete CBP’s migration to the Cloud more affordably, effectively, and securely. Ultimately providing a modern, reliable IT infrastructure (Cloud, Networks, Mobility, etc.) and 24/7 year-round support services serve as the backbone for technology solutions that deliver critical capabilities at the speed of mission.
Dr. Mays also serves as the OIT Portfolio Acquisition Executive (PAE), aligning IT investments (digital services) across the overall IT Portfolio. He has served at levels allowing him to excel as
The Chief Enterprise Infrastructure Officer (CEIO), bringing IT Service Management, IT Operations Management, IT Service Delivery (automation focused – digital services delivery), Technology Business Management, and the Agile Methodology together in a synergistic manner to meet the complex CBP mission.
In January 2024, Dr. Mays was presented with the 2023 Federal 100 award, a prestigious honor awarded to leaders in the federal IT community to those who have made the greatest impact. He was selected from a panel of government and industry senior executives resulting from the difference he’s made in the way IT is used to advance vital government missions.
Yemi Oshinnaiye was appointed as the Chief Information Officer for the Transportation Security Administration in May 2022. He is responsible for Information Technology software delivery and support, innovation, cybersecurity and all facets of IT resourcing that TSA uses to accomplish its mission. His oversight of IT enables TSA to provide world class security for the American traveling public, while ensuring the confidentiality, integrity, and availability of TSA data and resources.
Oshinnaiye approaches IT with a strategic mindset, ensuring development and operations are agile and responsive to mission needs. He combines his leadership skills with a passion for solving problems through state-of-the-art technology. Previously, Oshinnaiye held the role of Deputy Chief Information Officer for United States Citizenship and Immigration Services (USCIS) for three years. As DCIO, he was responsible for resource management and delivery of IT capability for the nation’s immigration benefits systems. Prior to returning to federal service, Oshinnaiye served as the Chief Technology Officer for Dev Technology, an IT services and integration company where he led efforts in IT strategy, innovation, and solutions for federal clients.
Before Oshinnaiye’s tenure as a CTO, he spent more than five years with the USCIS Office of Information Technology, where his team provided leading-edge authentication solutions to validate applicants’ identities. He was also responsible for implementing software projects and leading efforts to transform delivery to lean-agile cloud services. In addition, Oshinnaiye served as Chief of the Enterprise Infrastructure Division, where he extended cloud capabilities and platforms to enable the expansion of a microservices architecture and further integration with cloud services. He expanded automated deployment capabilities and modernized the USCIS Contact Center by integrating a customer relationship management platform with telephony services and distributed immigration systems.
Before joining USCIS, Oshinnaiye was an entrepreneur and provided IT support, software development and internet-based telephony services to local government agencies, non-profits, and health organizations. Oshinnaiye is a proud graduate of Georgetown University.
Elana Broitman joins The Roosevelt Group after 30+ years of experience in government, the technology space, and nonprofits. Elana specializes in defense industrial base issues and acquisitions, international trade and defense issues, and technology issues from cybersecurity to blockchain and semiconductor manufacturing.
A Capitol Hill veteran, Elana spent a dozen years serving as NY Senator Gillibrand’s Senior Advisor on Senate Armed Services and Senate Foreign Relations Committees, where she helped usher in national cybersecurity programs, ensure the health and stability of New York military installations, and pass sanctions legislation. Before that, Elana served as counsel on the House Foreign Affairs Committee, overseeing intelligence and counter-narcotics programs and Eastern European policy.
Elana’s government security service incles her position as Deputy Assistant Secretary of Defense for Manufacturing and Industrial Base Policy, and Senior Advisor for Rule of Law at USAID, responsible for former Soviet states. At DOD, Elana led the establishment of Manufacturing Institutes, CFIUS, and merger reviews, and addressed numerous acquisition and Supplier issues are facing the country’s defense industrial base. Elana brings experience in the technology arena, having helped to build a domain name start-up, establish a digital identity non-profit, and launch the New York affiliate of the think tank, New America. Elana is well known for her publications and speaking engagements on technology policy, including a paper on technology’s impact on the SDGs for the UN Secretary General.
Elana has also devoted time to serving the Jewish community, most recently as Senior Vice President of Jewish Federations of North America, where she has worked closely with the Department of Homeland Security on securing faith-based nonprofits in the United States. Elana came to the United States as a young refugee from the Soviet Union, growing up in Texas and graduating from Trinity University and the University of Texas School of Law. Elana speaks Russian, Bulgarian, and German.
Frank Finelli is a Senior Advisor to The Carlyle Group, having retired in March 2024 after over 25 years, culminating as a Partner focusing on investments in defense and aerospace. He has been repeatedly selected for Defense News 100 Most Influential and Executive Mosaic WASH100 distinctions.
Previously, Mr. Finelli served as legislative assistant for then-Senator Dan Coats (R-IN), with the Armed Services and Select Intelligence Committees. Before retiring as an Army Lieutenant Colonel, he was a Special Assistant to the Chairman, Joint Chiefs of Staff and Associate Professor of Economics at West Point, where he taught econometrics and conducted defense procurement analyses. A Field Artillery Master Gunner, Mr. Finelli served in the 82d Airborne, 1st Armored, and 3d Infantry Divisions.
Mr. Finelli is a distinguished graduate of the U.S. Military Academy and holds a Master of Sciences in Finance from the Sloan School of Management, MIT, as well as Chartered Financial Analyst (CFA) certification. He is a member of the Council on Foreign Relations, Lexington Institute, Atlantic Council, and Defense Science Board (DSB); and serves as a Director for Army Emergency Relief (AER), Business Executives for National Security (BENS), and the MIT Sloan School Executive Board
Vago Muradian
Vago Muradian has been an international security reporter, editor, commentator and broadcaster for nearly 25 years. For 14 years, he was the editor of Defense News, the world’s leading defense news weekly, expanding its network of correspondents to 21 countries. He was also the founding host of Defense News with Vago Muradian, the world’s only TV talk show dedicated to defense issues that for eight years in the Washington area and worldwide on American Forces Network.
Before joining Defense News, he was the founder and managing editor of Defense Daily International and the business and international reporter for Defense Daily, the leading U.S. daily newsletter covering the defense and aerospace industry. While at Defense Daily, Vago won numerous awards including for best breaking news coverage in 1998 for his series on the U.S. government’s rejection of the proposed merger between Lockheed Martin and Northrop Grumman.

Thomas Krall joined CGI in January 2019 following a 22-year career with the Federal Bureau of Investigation (FBI), where as a senior manager at the FBI Headquarters in Washington D.C., he conducted and managed some of the FBI’s most complex criminal and terrorism investigations in the New York and Washington Field Offices, the FBI’s Critical Incident Response Group. Thomas also served overseas in several capacities conducting terrorism investigations in Afghanistan, and as an Assistant Legal Attaché in Europe, he led transnational criminal cyber and money laundering investigations.
